A significant step forward for Southern African law enforcement! On December 5, 2025, the SARPCCO Centre of Excellence in Harare, Zimbabwe, celebrated the graduation of 32 senior police officers. This event marks a crucial moment in the development of police capabilities across the region. But what makes this graduation so important? Let's dive in.
The graduates received a Diploma in Strategic Management, accredited by the University of Zimbabwe, with which the SARPCCO Centre of Excellence is formally affiliated. These officers represent nine SADC Member States: Angola, Botswana, Eswatini, Malawi, Namibia, South Africa, United Republic of Tanzania, Zambia, and Zimbabwe. This wide representation underscores the region's dedication to improving policing standards and fostering cooperation across borders.
The ceremony was attended by high-ranking officials, including Mr. Richard C.C. Luhanga, the Inspector General of Malawi Police and SARPCCO Chairperson, and Comrade Stephen Mutamba, the Commissioner General of the Zimbabwe Republic Police. Also present were Mr. Ted Barbe, National Commissioner of Seychelles Police Force and Dean of SARPCCO, and Professor Kula Ishmael Theletsane, Director of the Organ on Politics, Defence and Security Affairs. The presence of such key figures highlights the strategic importance of the Centre in maintaining regional peace and security. Chief Superintendent Ndadakunashe Shava, Interim Principal of the SARPCCO Centre of Excellence, was also in attendance.
In his opening remarks, Inspector General Luhanga praised the graduates for their hard work. He emphasized the critical need for well-trained police leaders to address evolving security threats within the SADC Region. He stressed the importance of strengthening police agencies to effectively counter transnational organized crime. He also called on Member States to support the SARPCCO Centre of Excellence, aiming to make it the leading training hub for managing transnational organized crime in Africa.
Furthermore, the SARPCCO Chairperson encouraged the Centre to expand its curriculum to include specialized short courses. These courses would focus on emerging threats such as cybercrime, drug trafficking, terrorism, and human trafficking, which continue to destabilize the region.
He also expressed gratitude to the University of Zimbabwe for its strong partnership and commitment to maintaining high academic standards. This ensures that the diploma meets both regional and global requirements.
The SARPCCO Centre of Excellence was established in 2025 by the SADC Chiefs of Police/SARPCCO. It serves as a regional platform for providing standardized, high-quality training tailored to the needs of police agencies across SADC. Its main goal is to strengthen the region's ability to combat cross-border crime and promote professionalism in law enforcement. The Centre's affiliation with the University of Zimbabwe ensures a solid academic foundation for its Diploma in Strategic Management program. The University of Zimbabwe confers the certificate. The Centre has a history of successful graduations, with ceremonies held in 2006, 2016, and 2020, reflecting ongoing progress in regional law enforcement training and cooperation.
But here's where it gets controversial... The 2025 graduation not only celebrated academic achievement but also reaffirmed the commitment of the Chiefs of Police/SARPCCO to promote peace, security, and stability in the SADC Region. The newly qualified officers are returning to their respective Member States equipped with enhanced skills, strategic leadership abilities, and a shared commitment to strengthening regional cooperation in the fight against transnational organized crime.
