Japan Delists Two Individuals from Asset Freezing Measures, Aligning with UNSC Resolution 2799

In accordance with United Nations Security Council (UNSC) Resolutions 1267, 1989, 2253, and related resolutions, Japan has been implementing asset freezing and other measures against a total of 540 individuals and entities associated with terrorists. Now, the Japanese government has made a significant decision to delist two individuals from these measures, as per UNSC Resolution 2799.

Decision and Delisted Individuals

The Ministry of Foreign Affairs of Japan has issued a notice on November 12, 2025, removing two individuals from the designated list for asset freezing and other measures, as outlined in the Foreign Exchange and Foreign Trade Act. The delisted individuals are:

  1. No.637: AHMAD HUSSAIN AL-SHARAA
  2. No.668: ANAS HASAN KHATTAB

This decision results in a total of 538 individuals and entities remaining under the asset freezing and other measures.

This move demonstrates Japan's commitment to balancing security measures with the need for individual rights and due process, ensuring a fair and transparent approach to combating terrorism.
